More than 90% of motorists will not pay a congestion charge if road pricing is introduced in Manchester, according to the Association of Greater Manchester Authorities (AGMA) and Greater Manchester Passenger Transport Authority (GMPTA).
Under figures published for the authorities, 1% of daily car journeys would involve paying the full £5 charge to cross both inner and outer cordons, 2.4% would pay £3, 2.7% £2, and a further 3.3% £1. This means 90.6% of journeys are calculated to be exempt from any charge. While the figures are based on 2007 prices, the authorities say that if a charge is introduced in 2013 as planned, the full £5 charge currently being quoted would be no more than £6.
AGMA and GMPTA have revealed further details of options for the locations of an inner congestion charging ring as they embark on a major public relations campaign to shore up support for the city's Transport Innovation Fund bid.
A public consultation will now take place to determine the exact cordon for the inner charging ring, rather than whether or not residents support a charge. The basic location of the proposed inner ring runs along Queens Road to the north and Alan Turing Way to the east. The westward boundary is Trafford Road/Frederick Road. Other boundaries will be confirmed in the autumn after the public have given their views.
To the north of the city, residents will be consulted on whether they wish the area of Broughton/Cheetham, inside Great Cheetham St East and St James's Road to be outside (north option A) or inside (north option B) the inner ring. To the south west discussion will centre around whether Withington Road/Chorlton Road (south west option A) or Manchester Road/Seymour Grove (south west option B) should form the south western boundary.
